Assembly member Jim Cooper (D-Elk Grove) introduced Bill 1680 on Jan. 20 to the state legislature. According to Cooper, the bill was created in response to the high number of human trafficking cases in Sacramento and the difficulty officers faced when collecting case evidence. When people lose their wallets, they fear that the information lost will be used to steal their identities. The amount of personal information that we keep on our phones is greater than the contents of our wallets.
